The Government of the Republic of Indonesia visa the Minister of Law and Human Rights has issued a temporary prohibition and/or transit (travel ban) into foreigners. The Government also updated its regulations regarding Visa extension.

Minister of Law and Human Rights has issued Temporary Prohibitions of Entry (Travel Ban) Into Indonesia for Foreigners in response to  COVID-19 Outbreak

Jakarta (March 31, 2020) – In response to the COVID-19’s outbreak that has developed into a pandemic spread across more than 150 countries, the Government of the Republic of Indonesia via the Minister of Law and Human Rights issued a temporary prohibition of entry and/or transit (travel ban) into Indonesia for foreigners. These prohibitions are stipulated on the Minister of Law and Human Rights Regulation no. 11 Year 2000 concerning Temporary Prohibition for Foreigners to enter the Territory of the Republic of Indonesia. The Government undertakes this policy as part of efforts in suppressing the spread of COVID-19’s outbreak in Indonesia. 

Prof. Yasonna H Laoly, Minister of Law and Human Rights, stated that the prohibition applies to all foreigners, with the exceptions of: 

  1. Foreigners holders of Temporary Stay Permit (ITAS) and Permanent Stay Permit (ITAP); 
  2. Foreigners holders of Indonesian Diplomatic Visa or Indonesian Service Visa;
  3. Foreigners holders of  Diplomatic Stay Permit and Service Stay Permit in Indonesia; 
  4. Medical Aid Workers or Food Sustenance Workers for Humanitarian purpose; 
  5. Crews (Air, Sea, or land transport)
  6. Foreigners/expatriates working on Strategic National Projects.

The aforementioned foreigners excluded from the new policy must comply with the following requirements:

  1. Possess a valid health certificate (in the English language) issued by Health Authority of the respective country; 
  2. Residing for at least 14 (fourteen) days in a country/territory with no eminent cases of COVID-19; 
  3. Statement of compliance to be Quarantined for 14 (fourteen) days facilitated by the Government to the Republic of Indonesia; 

This Ministerial Regulation shall also regulate the immigration procedure for foreigners in Indonesia with the following directions: 

  1. Foreigners with Visit Stay Permit (ITL), including those who entered Indonesia with Visa Exemption or Visa-on-Arrival, when stay permit is expired and/or cannot be extended, will be given a Force Majeure Stay Permit (ITKT) automatically, without prior application to local Immigration Office and without any fees. 
  2. Foreigners with Temporary Stay Permit (ITAS) or Permanent Stay Permit (ITAP), when the stay permit is expired and/or cannot be extended, will be given a postponement with a Force Majeure Stay Permit (ITKT) automatically, without prior application to local Immigration Office and without any fees. 

With the new Ministerial Regulation in force, the previous Ministerial Regulation no. 7 and Ministerial Regulation no. 8 year 2020 will be deemed void. 

This new policy will take effect from April 2, 2020 at 00:00 Western Indonesian Time (GNT+7) until the end of the COVID-19 pandemic declared by authorized institution.organization.
