Provision of Educational Assistance from the President’s Fund for Students in Sri Lanka Belonging to Families of Migrant Workers Abroad, in Instances Where Such Workers Encounter Unexpected Adversities (Death, Accidents, Imprisonment, or Disappearance)
Background
The primary objective of this programme, to be implemented by the President’s Fund, is to provide financial support to ensure the continuous education of children in Sri Lanka when their migrant worker parents encounter sudden emergencies abroad (including death, accidents, imprisonment, or disappearance). Children of Migrant workers who encounter such emergencies on or after January 01, 2025 are eligible to apply for this programme.
Provision of Educational Assistance
Accordingly, under the first phase of this programme, monthly educational assistance will be provided for the continuation of education for students in Sri Lanka belonging to families of migrant workers abroad affected by emergencies/adverse incidents abroad, as follows:
- For students pursuing education from Grade 1 up to the G.C.E. Ordinary Level (O/L), a monthly allowance of Rs. 3,000 for a period of one year (12 months)
- For students pursuing education in Grade 12 and Grade 13, a monthly allowance of Rs. 5,000 until the G.C.E (A/L) examination is held for a period of maximum of two years (24 months)
Applying Instructions
Eligibility
- Be a child pursuing education in Sri Lanka form a family of a Sri Lankan migrant worker abroad who has encountered any emergencies/unexpected adversities of death, sudden accident, imprisonment, or disappearance, and has therefore lost the source of income.
- Children of migrant workers whether registered or unregistered with the Sri Lanka Bureau of Foreign Employment are eligible to apply under this programme.
- The applicant should not be currently receiving educational benefits from the Sri Lanka Bureau of Foreign Employment or under any other programme of the President’s Fund.
- The applicant should be a student pursuing education in a government school or a private school that doesn’t charge fees.

Completion and Submission of the Application
- Part I of the application form should be completed by the student(s) or by their mother/father/guardian residing in Sri Lanka.
- Information provided should be accurate at all times.
- A telephone number capable of receiving short text messages should be indicated.
- If the child/children are studying at the same school, a certificate from the principal of the relevant school confirming their studentship of the school should be obtained under No. 04 of the application form.
Note: In the case of a family with more than one child, if those children are not attending the same school, a recommendation should be obtained separately from the Principal of each school, and such recommendations should be attached to the application form prior to submission. - A certificate from the Grama Niladhari of the applicant’s area of residence confirming the family’s income status should be obtained by No. 05 of the application form.
Applications should not under any circumstances be submitted directly to the Presidential Secretariat or the President’s Fund, nor forwarded by post.
Document to be Submitted with the Application
- The photocopy of the National Identity Card of the mother/father/guardian in Sri Lanka of the children eligible for educational assistance, which is certified by the Grama Niladhari.
- The certified and clear photocopy of a valid bank account (passbook or statement) of the mother/father/guardian in Sri Lanka, of the children eligible for educational assistance.
- Certified copies of documents verifying the nature of the unexpected adversity encountered by the migrant worker while overseas.
- Certified copies of documents confirming the identity of the child/children eligible for educational assistance and of the migrant worker (e.g., certified copies of the child’s/children’s birth certificates).
